Nationality in this context refers to the playwright's nationality. So if the playwright was American, then his plays would likewise be listed as American plays, even if the play itself is set in another country or toured internationally.
In most cases where a playwright has dual-citizenship, such as being a Canadian citizen who moved to The United States, it is recommended that the nationality be the playwright's nationality at the time he published the play. In cases where a play has multiple co-authors of different nationality, the play could either be listed under multiple nationalities or under the nationality of the country in which it was first published or produced.
