Right below the page heading for your country/region insert this: {{subst:Wikipedia:WikiProject Biography/Work groups/Division banner}}and save. This will put a rough outline together for you (see China), and then you can edit it to conform to your area. If your project grows large enough where it's taking up a good portion of this page, you should probably move it to a subpage of this page, like United States.
