I disagree. This article includes not just the actual document that invoked the transfer of power, but also considerable background on the transfer of power, and this article is therefore encyclopedic and belongs in Wikipedia. —Lowellian (talk)[[]] 21:29, Nov 25, 2004 (UTC)
